| 2011 Legislative Session Delegate Sal Iaquinto’s House Bill 1589 and Senator Donald McEachin’s Senate Bill 1118 are MADD’s highest legislative priority in 2011. These bills make Ignition Interlocks mandatory for ALL persons convicted of DUI. - An Ignition Interlock device requires a driver to blow before they can go. The device will not allow a car to start if the driver has alcohol in their system. - Currently first time offenders are not required to have an ignition interlock installed in their car unless their blood alcohol content was .15 or higher (almost 2 times the legal limit) - Ignition Interlocks allow an offender to live and work with minimal inconvenience, while keeping our roads safe for all. - First time DUI offenders have driven drunk an average of 87 times before they get their first arrest. - Ignition Interlock systems are proven to be 90% effective while the device is on the vehicle. In Virginia the device will not be removed from a convicted drunk drivers car if they continue to try to drive impaired. The following is a link to the current version of House Bill 1589.
